After 30 years of service, Dr. Cardenas retired from the Guam Department of Education where she served as a Special Education teacher, a related service provider, and a program coordinator for the Office of Compliance under the GDOE Division of Special Education.
She joined the UOG SOE adjunct faculty in 2010 teaching undergraduate and graduate Special Education courses. In 2017 she became a full-time faculty member and currently serves as the Interim Program Chair for the MEd Special Education program. In addition, she is a graduate faculty for the Master of Arts in Teaching (MAT) program.
Her expertise focuses on training teachers to meet the needs of students with disabilities on Guam. She is currently collaborating with UOG CEDDERS to secure federal grants under the Individual with Disabilities Education Act (IDEA) for personnel development in Special Education for Guam and the region.

Associate Director, Operations and Development
As program leader of the UOG Sea Grant staff, Fran coordinates research activities; assists the director with oversight of extension activities, education, and communications; manages graduate fellowships and interns; and supervises the UOG Sea Grant staff. She also assists in the management of budgets and work plans, grant writing, and reporting to granting agencies on performance and progress. She coordinates with UOG faculty and staff, local and federal agencies, and other stakeholders and partners related to ongoing and emerging marine and coastal activities.
