Guthertz’ focus of research is on public policy and public administration on Guam and in the Western Pacific. She was raised and educated on Guam and has served the University of Guam and the Guam comnunity in various capacities, such as academic vice president, tenured full professor, chair of Public Administraiton and Legal Studies, director of Public Safety, acting chief of police, chair of the Board of Education, and commissioner of the Consolidated Commission on Utilities.

Dr. James Ji Jr. officially joined the University of Guam in August 2020 but has taught courses at UOG since 2013. He is also a licensed realtor and the general manager of J.J. Pacific Development Corp. He previously served as an advisor to the Public Policy Institute under the speaker of the 35th Guam Legislature.
His previous research focused on cultural and generational distinctions regarding commitment levels in management. The primary focus of his research includes new forms of leadership and management with the intention of assisting the public and private sectors on Guam. Other research interests include technology-based education and management, an area that has become more relevant during the COVID-19 pandemic.

Dr. Roseann M. Jones, Economics and Regional Policy
Roseann Jones is a tenured Professor of Economics at the University of Guam. She is a member of the faculty of the School of Business and Public Administration and is a member of the graduate faculty of College of Natural & Applied Sciences Environmental Science Program. Dr. Jones received her PhD in economics and regional planning from the University of Pennsylvania. Her area of specialization is in health and bioscience policy.

Dr. Wai K. Law is Professor of Management at the School of Business and Public Administration, University of Guam. He specializes in Information Systems Education and innovative course designs including simulation game, learner centered education, flipped course design, and curriculum innovations. He has completed numerous data analytics projects, web projects, journal publications and books.
Associate Professor of Public Administration
Ron McNinch is chair of Public Administration and Legal Studies. His primary areas of concentration are public sector employment, research methods, fraud examination, and elections. McNinch’s research interests include administrative and civic behavior as well as aggregate data studies.
In addition to advanced credentials in human resources and fraud examination, McNinch is a specialist in local elections and opinion polling.
In 2009 he was named a “Distinguished Professor of Guam” by the Guam Legislature.
