Institutional Effectiveness
This Office of Institutional Effectiveness (OIE) provides support to all programs
and the institution in the areas of assessment design, planning, monitoring, and implementation.
The Vice Provost of Institutional Effectiveness identifies and accomplishes a research
agenda for the institution to improve academic assessment, institutional planning
and decision making in all areas related to the academic and student experience in
support of the University’s strategic initiatives. This office works with the Registrar’s
Office, the Information Technology Resources/ Computer Center, and the University
Planning and Budget Committee to provide data analysis to support planning and decision
making for both on campus and external reporting and the publication of the University
Fact Book.
In response to an institutional plan and in cooperation with the University’s administrative
offices and academic programs, this office:
- Directs survey administration, collect data, conduct statistical analysis and reporting of IPEDS, and other related duties.
- Coordinates the collection and maintenance of an integrated institutional data set, and develops internal and external reports, surveys and projections.
- Works with the faculty and administration to design appropriate assessment tools for the institution and programs, and oversee the administration, collection, analysis and reporting of assessment data.
- Works with the Office of Research and Sponsored Programs and the Colleges to compile and maintain institutional data.
- Assists the Registrar’s Office, the Information Technology Resources/ Computer Center,
the Office of Financial Affairs, and the University Planning and Budget Committee
with data collection and analysis to support strategic planning.
Fanuchånan (Fall) 2024 Testing for Graduating Seniors
As part of the University of Guam's continuous quality improvement process, the Graduating Senior Core Competency Assessment (e.g., written communication, oral communication, quantitative reasoning, critical thinking, and information literacy) tools are being assessed for effectiveness; therefore, the administrative requirement to complete the Graduating Senior Core Competency Assessments for undergraduate graduation is being waived for the Fanuchånan (Fall) 2024 semester.

2008–2013:
Campus Climate Survey
The University of Guam has conducts annual Campus Climate Surveys to captured the responses of students, faculty, staff, and administrators to assess their perceptions and attitudes toward the University. The survey focuses particularly on perceptions of campus life and safety including the University’s commitment to combating sexual misconduct. The survey was administered in 2016, 2017, 2018 (Trend Report), and 2020.
Integrated Postsecondary Education Data System (IPEDS)
The Integrated Postsecondary Education Data System (IPEDS) is a system of survey components that collects data from about 7,000 institutions that provide postsecondary education across the United States. IPEDS collects institution-level data on student enrollment, graduation rates, student charges, program completions, faculty, staff, and finances.
