Condition of Readiness (COR) 2 Declared at 5 p.m.

As of 5 p.m. today, Acting Governor Josh Tenorio and Rear Admiral Brent De Vore have placed Guam and the respective military bases in Condition of Readiness (COR) 2 due to the increased speed of Tropical Storm Man-Yi. At COR 2, schools and non-essential government offices are closed.

Tropical Storm Man-Yi is projected to impact early Wednesday through Wednesday evening. At 5 p.m. ChST, Tropical Storm Man-Yi is 195 miles east of Guam, moving West toward Guam at 18 mph with sustained winds at 45mph.

Emergency Shelters Open at 7 p.m. Tonight

In response to the heightened state of readiness due to impending severe weather conditions, the following emergency shelters will open at 7 p.m.:

• Maria A. Ulloa Elementary School
• George Washington High School
• Talofofo Elementary School

Community members are encouraged to bring essential items such as a 7-day supply of food and water, bedding, personal hygiene products, medication, and important documents, including identification and medical records.

Acting Governor Signs Executive Order No. 2024-05

Acting Governor Josh Tenorio has signed Executive Order No. 2024-05 relative to Declaring a State of Emergency in Anticipation of the Approach of Tropical Storm Man-Yi such that:

1. Declaration of State of Emergency. A state of emergency is hereby declared for the island of Guam in anticipation of the approach of Tropical Storm Man-yi.
2. Emergency Procurement and Emergency Expenses. Pursuant to Section 5215 of Title 5, Guam Code Annotated, authorizing emergency procurement upon executive order, and § 22402 of Title 5, Guam Code Annotated, I hereby authorize overtime and emergency procurement for heavy equipment rental, debris removal, nursing and medical support services for the North and Southern Community Health Centers, Guam Department of Education storm shelter operations, lodging for displaced residents, and the purchase of supplies, materials, goods, services or other expenditures, up to a combined total
   maximum of $250,000.00.
3. GHS/OCD to be Lead Agency; Purpose of Emergency Procurement. GHS/OCD shall be the lead agency for the emergency procurement of any goods and services relative to this Executive Order, the effective period of which shall be 30 days as provided in § 5215 of Title 5, Guam Code Annotated.
4. Authorization for Overtime. I further authorize the payment of overtime for exempt and non-exempt Government of Guam employees to work in excess of 40 hours a week in order to mitigate and respond to the effects of Tropical Storm Man-yi throughout Guam. The Governor's Authorized Representative, in consultation with Guam Homeland Security, the Office of Civil Defense, and the Bureau of Budget and Management Research, is authorized to determine the eligibility of overtime expenditures resulting from work performed by the government agencies, and approval shall be obtained prior to incurring any overtime or expenses. Failure to obtain prior approval may be grounds for denying reimbursement.

GMH Update: Pregnant Mothers, Suspension of Visitation, Elective Surgeries and Services

As Tropical Storm Man-Yi approaches, Guam Memorial Hospital Authority (GMHA) will begin accepting pregnant mothers who are 36 weeks or more and all high-risk pregnant mothers who are 24 weeks or more in their pregnancy. Mothers may begin coming to GMHA at the announcement of COR2 at 5 p.m. today.

Expectant mothers are asked to check with their healthcare provider for guidance if they are unsure if they have a high-risk pregnancy. Pregnant mothers shall check in at Patient Registration on the 1st floor. Expectant mothers will remain at the hospital for the duration of the storm and until it is determined to be safe for them to return to their homes. All expectant mothers are asked to have a complete meal before they check into the hospital. All pregnant mothers coming to GMH are asked to bring the following items:

1. ID and insurance cards, if available
2. Meals will be provided but mothers are encouraged to bring additional drinking water and snacks that do not require refrigeration or heating
3. Any necessary medications
4. Bring personal pillows, blankets, and linens for your comfort
5. Personal toiletries (soap, toothbrush, lotions, etc.)
6. Change of clothing
7. Entertainment (i.e., games, cards, movies, headphones, books, etc.) to help pass the time For hospital safety, the following RESTRICTIONS will be in place for all pregnant mothers:
8. No escorts, support persons, children, or pets (with the exception of service animals) will be allowed to accompany pregnant mothers
9. No smoking/vaping, alcohol, illegal drugs, or weapons will be permitted

At COR 2, Visiting Hours will be suspended until further notice, with the exception of approved watchers. All Elective Outpatient Surgeries and Services have been postponed until further notice and will be rescheduled. Family Viewings are suspended and will resume upon declaration of COR 4.

All essential GMHA staff are asked to check in with their hospital supervisors to determine if they are required to report to the Hospital or the Skilled Nursing Facility (SNF). All essential personnel will be required to stay at the facilities until the declaration of COR IV and relief personnel arrive.

DPHSS Southern Region Community Health Center Remains Open

The Southern Region Community Health Center (SRCHC) in Inalahan will remain open to assist the community as Tropical Storm Man-Yi approaches. During COR2, the SRCHC will remain open to treat minor injuries and assist oxygen-dependent patients, as well as provide the following services:

• Patients who need oxygen therapy due to loss of power (patients must bring their own oxygen machines). Patients should also bring necessities such as water, food, and medications. Please bring only one individual to accompany you at the SRCHC.
• A doctor will be available to treat patients who need non-emergency care (i.e., treatment for lacerations, cuts, and minor injuries, etc.) and stabilize patients who may need immediate attention (i.e., breathing treatments, treatment for minor infections, etc.)
• If you are experiencing a life-threatening condition, please call 911.

GRMC Suspends Visiting Hours

Guam Regional Medical City (GRMC) will be suspending all visiting hours at COR2. Visiting hours will resume regular operations when COR4 is announced. All visitors, except for patient watchers, will be asked to leave the hospital.

All admitted patients may have one (1) patient watcher per patient. Patient watchers must obtain an approved emergency patient watcher permit from Customer Relations in the Main Lobby. Patient watchers are encouraged to bring food for the duration of the storm. Meals will only be provided to patients.

All outpatient appointments and surgeries scheduled for tomorrow will be canceled until COR4 is declared. Patients affected by these cancellations will be contacted to reschedule their appointments. Additionally, all non-emergency and elective surgeries scheduled for tomorrow are also canceled.

Judiciary to Close Due to Tropical Storm Man-Yi

Chief Justice Robert J. Torres has issued Administrative Order No. ADM24-005 directing the closure of the Judicial Branch. The closure will take effect upon Condition of Readiness (COR) 2 at 5 p.m. this evening and continue until the Governor’s declaration of COR 4.

All hearings, jury trials, jury selections, and grand jury proceedings will be rescheduled. Jurors are advised to monitor the jury recording system after 5:00 PM following the COR 4 declaration. Magistrate hearings will resume at the earliest practicable opportunity following the declaration of COR 4 by the Governor of Guam. Check-ins, drug testing, and appointments with the Probation Services Division will be re-scheduled. Individuals under pretrial or probation supervision, including juveniles, should await further instructions from their probation officers and continue to comply with all other requirements. If a court filing is due while the court is closed, the time for filing is extended until the end of the first accessible day that is not a Saturday, Sunday, or legal holiday. The Guam Law Library and the Judicial Education Center will be closed.
