The University of Guam Board of Regents (BOR) has ushered in a new era of leadership, with Lesley-Anne Leon Guerrero elected as chairperson during its September 26 meeting.  Agapito “Pete” A. Diaz is the new vice chairperson, and Mike W. Naholowaa continues in his role as the board’s treasurer. This marks a pivotal moment as the board builds on recent successes to advance UOG’s mission of empowering the region through education, innovation, and community engagement.

Leon Guerrero is Senior Vice President and Chief Experience Officer at the Bank of Guam and has served on the BOR since 2019.

“I have seen the great work that has gone into modernizing UOG from the inside out,” said Leon Guerrero. “There is no shortage of talent here, and I look forward to advocating for greater support for the University because every dollar invested back into our programs and facilities works to strengthen and uplift our island community and our region."

Leon Guerrero previously served as vice chairperson and now succeeds outgoing chairperson Sandra H. McKeever whose term as regent ends on January 31, 2025. McKeever’s leadership helped guide the University through legislative budget shortfalls, the transition from outgoing President Thomas Krise to current President Anita Borja Enriquez in 2023, and through the year-long development of UOG’s five-year strategic plan, Tulos Mo’na: Propelling Forward Together.

McKeever is the President and CEO of Asia Pacific Financial Management Group and an alumna of UOG.

"My time as a student at the University of Guam was a transformative chapter in my life. It shaped my values, character, and purpose, and taught me the power of education and critical thinking. I’m deeply grateful to my professors whose dedication inspired me to carry that same passion into my career, helping others build a solid financial foundation.

I thank God, the UOG Community, President Enriquez, and the Board of Regents for the opportunity to serve and give back to the institution that has given me so much."

President Enriquez expressed her congratulations to the newly elected officers and recognized McKeever for her leadership during her time on the board.

“I look forward to working with our new officers and the entire Board of Regents as we continue fulfilling our commitment to advancing the University,” said Enriquez. “And on behalf of the University Community, we thank Chairperson McKeever for her dedicated service, which has continued building a strong foundation for UOG’s future.”

The next quarterly Board of Regents Meeting will be held on Thursday, December 12 at the RFK Library Silent Room on the University’s campus.

Members of the Board of Regents also include:

  • Roland S. Certeza, Regent
  • Dr. Janice P. Malilay, Regent
  • Joanna T. Chun, Regent
  • Christopher “Chris” L.C. Duenas, Regent
  • Julie A.L. Laxamana, Student Regent

President Enriquez serves as the executive secretary of the board.

About the UOG Board of Regents

The University of Guam Board of Regents (BOR) is the governing body of the University, established in 1963 through Public Law 7-66. Expanded to nine members in 1984, the BOR oversees UOG’s operations, appoints the president, manages university funds, and sets policies on employment and compensation. Regents serve staggered six-year terms, including one student regent, and approve UOG’s annual budget for submission to the Guam Legislature.
