Kuan-ju Chen, Ph.D.
Chen is serving as an assistant professor of agricultural economics under UOG’s Cooperative
Extension & Outreach. He comes to Guam from Washington State University, where he
was an instructor on food and agricultural markets and also lectured on econometrics
and the theory of industrial organization. His doctorate is in economics from Washington
State University. He also holds a bachelor’s in civil and ecological engineering,
master’s degrees in finance and statistics, and an MBA.

Jeffrey Y. Cheng, Ph.D.
Cheng joins the School of Engineering as an associate professor of civil engineering.
He was most recently at St. Cloud State University (Minn.), where he has served as
an associate professor teaching engineering hydraulics, hydrology, engineering economy,
construction management, and groundwater modeling since 2013. He is a licensed professional
engineer with more than 25 years of engineering experience. He earned his doctorate
in civil engineering from the University of Colorado Denver and also holds bachelor’s
and master’s degrees in civil engineering from the University of Colorado.

Hunter H. Fine, Ph.D.
Fine joins the College of Liberal Arts & Social Sciences as an assistant professor
of communication. He comes from Humboldt State University in California, where he
has been a lecturer in the Communication Department since 2013. He has also taught
communication and speech classes over the past 13 years at Bloomsburg University of
Pennsylvania, Southern Illinois University, San Francisco State University, Berkeley
City College in California, and Cañada College in California. His doctorate is in
speech communication from Southern Illinois University, and he also holds bachelor’s
degrees in industrial arts and speech communication and a master’s in communication
studies.

Paul F.J. Fleming, Ph.D.
Fleming has been hired in a new capacity under the College of Liberal Arts and Social
Sciences. He will now serve as associate professor of experimental psychology, a transition
from his previous role teaching clinical psychology. Fleming completed his clinical
training at the University of Manchester Medical School and did a period of clinical
practice at The Institute of Psychiatry in London before completing his doctorate
in experimental psychology at the University of Wales. His bachelor’s and master’s
degrees are both in applied psychology.

Jackysha N. Green, Ed.D.
Green has become a full-time assistant professor of elementary education with the
School of Education following eight years as an adjunct professor. Prior to her full-time
position at the university, she was the summer school coordinator at Inarajan Elementary
School for eight years. She earned her Doctor of Education in educational leadership
from Argosy University in Hawaii and also holds a bachelor’s in early childhood/elementary
education and a master’s in counseling, both from the University of Guam.

Xiangxiong Kong, Ph.D.
Kong joined the School of Engineering in March as an assistant professor of civil
engineering. He comes to Guam from SSOE Group, an architecture, engineering, and construction
management firm in Hillsboro, Ore., where he worked as a structural engineer. Kong
is a registered structural engineer and registered professional engineer. He earned
his doctorate in civil engineering from the University of Kansas and earned his bachelor’s
in civil engineering and master’s in structural engineering in China.

John F.K. Limtiaco, Ph.D.
Limtiaco rejoins the College of Natural and Applied Sciences as an assistant professor
of chemistry. He previously taught chemistry at UOG from 2013 to 2015. Limtiaco studied
chemistry as an undergraduate at the University of Guam, graduating with a bachelor’s
in 2005 and later earned his doctorate in analytical chemistry from the University
of California, Riverside.

Gena A. Rojas, Ph.D.
Rojas joins the School of Business and Public Administration in a full-time capacity
as an associate professor of public administration. She has been adjunct faculty for
the school and also an extension agent and extension associate with the university’s
Cooperative Extension & Outreach service since 2005. She holds a doctorate in public
policy and social change from Union Institute & University in Ohio, a master’s in
public administration from Syracuse University, and a bachelor’s in public administration
from the University of Guam.

Rita Sharma, Ph.D.
Sharma joins the College of Liberal Arts and Social Sciences as an assistant professor
in the undergraduate psychology program as well as in the Master of Science in Clinical
Psychology program. She has more than 15 years of experience in the field of psychology
and mental health, most recently as a psychological assistant in the clinical practice
of Dr. Hope C. Lujan, where she has worked since 2014. She also has previous teaching
experience as a teaching assistant at Alliant International University in San Diego,
where she earned her doctorate in clinical psychology and master’s in psychology.
She also holds a bachelor’s in psychology from the University of Guam.

Capt. Thomas T. Vu
Vu joins the College of Natural and Applied Sciences as an assistant professor of
military science. He earned a bachelor’s in criminal justice from the University of
Central Missouri and then in 2010 was commissioned as a second lieutenant in the Military
Police Corps. Since then, he has served in the Army in South Korea, Missouri, and
Japan and most recently commanded the Headquarters and Headquarters Detachment for
U.S. Army Medical Department Activity – Japan.

Staff Sgt. John Washburn II
Staff Sgt. Washburn joins the university’s Army ROTC program as an instructor of military
science. Washburn joined the U.S. Army in 2006, and following completion of One Station
Unit Training at Fort Leonard Wood, Mo., he was awarded the military occupational
specialty of military police officer. He served at Military Police Company units at
Fort Hood, Texas; Fort Carson, Colo.; Fort Bragg, N.C.; Schofield Barracks, Hawaii;
and in the Area Support Group Qatar.

Chris M. Yeo, Ph.D.
Yeo joins UOG’s Water and Environmental Resources Institute of the Western Pacific
as an assistant professor of surface water hydrology, where he will research surface
hydrology, hydraulics, and climate change impacts on water resources. He comes to
WERI from the New York City Department of Environmental Protection, where he was a
post-doctoral research associate the past two years developing weather and rainfall
forecasting models and updating future climate scenarios. He holds a doctorate in
civil engineering from McGill University in Canada and bachelor’s and master’s degrees
in environmental engineering from Chungnam National University in South Korea.

Nicholas G. Zautra, M.A.
Zautra joins the College of Liberal Arts and Social Sciences as an instructor of philosophy
and critical thinking. He comes to Guam from Indiana Bloomington University, where
he taught courses in biological and medical ethics, oral communication, critical thinking,
and philosophy the past six years. He holds a master’s in applied ethics and bachelor’s
in psychology from Arizona State University and is completing his joint doctorate
in history and philosophy of science and cognitive science at Indiana University Bloomington.
