Western Pacific (WERI) at the University of Guam. His research focuses on water resources,
stormwater management and flooding, and climate change impacts on water resources.
He holds a PhD in Civil Engineering and Applied Mechanics from McGill University and
is a licensed Professional Engineer (PE) in Environmental Engineering.
