Fañomnåkan 2023 Commencement Ceremony

The University of Guam will confer degrees to 307 graduates at its Fañomnåkan 2023 Commencement Ceremony on Sunday, May 21. Tickets to attend the commencement ceremony are limited to four tickets per graduate. The ceremony will also be streamed live on the official UOG Facebook page.
Senior Advisor in the Risk and Environmental Assessment group, Energy and Environment Directorate
Pacific Northwest National Laboratory, Washington
Fleurdeliza de Peralta is a Senior Advisor in the Risk and Environmental Assessment group in the Energy and Environment Directorate (EED) at the Pacific Northwest National Laboratory (PNNL), in Richland, Washington. PNNL is operated by Battelle Memorial Institute for the U.S. Department of Energy (DOE). Ms. de Peralta has over 35 years of professional experience in various projects involving design and operation of nuclear power plants; integration of renewable energy generating assets into electricity grids, environmental assessments and NEPA analyses; cyber security programs, probabilistic risk assessments; fire protection programs and hydrogen safety. She supports projects in DOE, the Department of Defense, the Nuclear Regulatory Commission, and the National Nuclear Security Administration.
Prior to joining PNNL in 2014, she owned and operated an engineering services consulting firm for 25 years working with nuclear power plant licensees across the United States to comply with nuclear regulatory requirements. She is the PNNL Project Manager for recently awarded DOE projects to collaborate with University of Guam in developing clean energy science (generation of hydrogen through seawater electrolysis) and assessing the use of ocean energy systems to supply power.
Ms. de Peralta lived in Guam throughout most of her childhood from 1968-1980 before her family moved to California.
She obtained a Bachelor of Science in Mechanical Engineering degree from the University of California, Los Angeles (UCLA), with an emphasis in Thermal Science and Power Systems. She holds a Master of Arts in Mental Health Counseling degree from Argosy University, and Certificates in Engineering Management and Fire Protection Engineering from UCLA Extension and Cybersecurity for Information Systems from Harvard University’s Office of Vice Provost. Ms. de Peralta is a licensed Professional Engineer (Mechanical) in the State of California.
Master of Micronesian and Traditional Knowledge
Honoris Causa
Baskas Mark is recognized in the Western Pacific region as a Rapiniwog, or grand master navigator.
He has been a traditional navigator for over 40 years and is a ninth-generation navigator from the ancient Micronesian seafaring blood lineage of Haboilol in Polowat Atoll, Chuuk State, in the Federated States of Micronesia.
He learned his navigational knowledge and skills through the school of Weriyeng, one of the two remaining ancient schools of traditional seafaring in the region.
Mark has shared his traditional sailing knowledge with navigators on atolls and islands in the FSM and Guam.
Mark graduated from Chuuk High School in 1988, then moved to Guam where he worked as a dishwasher to save enough money to travel for his college education. He graduated from Chemeketa Community College in Salem, Oregon with an Associate’s Degree in General Education.
He is the president of the Polowatese Association of Guam. In Guam, Mark worked as a bus driver, transporting generations of public school children, persons with disabilities, and manåmko for more than 20 years.
Mark is currently serving as a cultural advisor and resource expert to a project under an indigenous grant implemented by the University of Guam’s Island Wisdom initiative.
